Executive summary

The Hampshire Police Force are hosting the following national units - National Vehicle Crime Intelligence Service (NAVCIS), the National Wildlife Crime Unit (NWCU) and the National Police Freedom of Information and Data Protection Unit (NPFDU). This paper seek approval for MOPAC/MPS to join the collaborative working via a s22 collaboration agreement. The cost for 2018/19 is £120,000 and is fully funded from within the MPS budget.

Recommendation

The DMPC is asked to approve the collaboration agreement between MOPAC/MPS and the host force, Hampshire Police, for the provision of a range of national units.

1. Introduction and background

1.1. Hampshire police force is the host force for the following national units - National Vehicle Crime Intelligence Service (NAVCIS), the National Wildlife Crime Unit (NWCU) and the National Police Freedom of Information and Data Protection Unit (NPFDU).

1.2. In order to regularise the arrangements between all the parties using these services a s22 collaboration agreement has been drawn up.

2. Issues for consideration

2.1. The provision of these functions is via a series of national units which have been in place for a number of years. In relation to oversight governance representatives from the host PCCs Office will be able to sit on the various oversight boards.

3. Financial Comments

3.1. There are no new direct financial implications arising from this decision. The 2018/19 contributions are estimated at £120,000. The MPS hold the necessary budget to fund the MOPAC/MPS contribution to the collaboration agreement.

4.1. Under paragraph 4.5 of the MOPAC Scheme of Consent and Delegation approval is required by the Deputy Mayor for Policing and Crime for all collaboration agreements under s22 Police Act 1996 where the Act requires it.
