Executive summary

The MOPAC Finance Regulations and Contract Regulations have undergone a refresh to reflect the latest legislation and align further with latest MPS guidance.

The changes have been agreed in conjunction with the MPS Commercial Services team and Finance teams.

There are no substantive changes to the essence of the regulations.

The Deputy Mayor for Policing and Crime is asked to approve the;

1)    Revised MOPAC Contract Regulations
2)    Revised MOPAC Finance Regulations

Non-confidential facts and advice to the Deputy Mayor for Policing and Crime (DMPC)

1.    Introduction and background

1.1.    As per the Home Office’s Financial Management Code of Practice, MOPAC holds Contract Regulations and Finance Regulations, which complement the scheme of governance (Scheme of Delegations and Consent)

2.    Issues for consideration

2.2    There are no substantive changes to the current arrangements for decision making e.g. there are no changes to the financial levels at which decisions are taken.

2.1.    The changes have been agreed in conjunction with the MPS Commercial Services team and Finance teams.

2.2.    The review has been undertaken in line with Internal Audit’s recommendation around MOPAC governance processes.  

3.    Financial Comments

3.1.    There are no direct financial implications arising from the proposed changes to the Scheme.

4.    Legal Comments

4.1.    There are no direct legal implications arising from this amendment to the Regulations. The Regulations have been reviewed by Legal and updated in line with the latest legislation. 

4.2.    As per the Scheme of Delegation and Consent, Clause 4.7, the DMPC has delegated authority for the approval of the Financial Regulations and Contract Regulations.
