1. Introduction and background
1.1 The purpose of the grant is to support the College of Policing to meet its strategic objectives through the Protecting the Public from Dangerous People Programme as set out in its Strategic Intent (College of Policing 2013 The Professional body for policing; Our Strategic Intent) by funding a staff officer resource to support portfolio/working group work for a minimum duration of twelve months.
1.2 The aim is for the National Policing Lead for Violence and Protection and the National Policing Leads of subordinate working groups to support the [ollege in one of the following priority areas: Domestic Abuse; Child Protection and Investigation; Adult Sexual Offences; Alcohol Licencing and Harm Reduction; Vulnerable Adults; Stalking and Harassment. To work with the College of Policing to develop and agree new guidance and training products (including developing the evidence base of ‘what works’). This will include working with the police service, statutory and non-statutory.

2. Issues for consideration
2.1 The £50,000 grant will fund a single post for a minimum duration of twelve months.
2.2 The key deliverables are:
- An agreed work plan for the portfolio/working group.
- Coordinate/administer the activities of the portfolio/working group provide a single point of contact for the College to the National policing leads.
- Support and coordinate the development of guidance, training and research products for national dissemination.
- Proposal for sustainability of support for the portfolio/working group’s future collaboration with the College.
3. Financial Comments
3.1 Payment will be made in advance in 2 instalments of £25,000 each to cover the period 01 January 2014 to 31 December 2014.
3.2 Payment in advance is required to employ a dedicated staff officer.

4.1 The MOPAC Scheme of Delegation (section 5.6) requires approval from the Deputy Mayor for Policing and Crime all grant bids.

5.1 There are no direct equality implications arising from this grant agreement. The post will be recruited in accordance with equal opportunity legislation and the programme of work supports MOPACs wider commitments to equality
