Ex CI Paul Cahill appeal against the outcome following findings made under the Police Conduct Regulation of 2012.
Findings made under the 2012 Conduct Regulations:
Ex CI Paul Cahill was dismissed without notice on 27th September 2017 in relation to matters for which he received a conditional discharge in September 2015.
Standards of Professional Behaviour breached:
The decision at the Hearing was that Ex CI Paul Cahill breached the Standards of Professional Behaviour, in particular those paragraphs relating to:
- Discreditable Conduct
Outcome following misconduct hearing
Dismissal without notice.
The appeal was upheld. The panel determined that there was a procedural failure at the Special Case Hearing held on 27th September 2016. Therefore, it was ordered that the matter of outcome be remitted for rehearing before a fresh Chair, pursuant to Rule 22(2)-(3) of the 2012 PAT Rules.
