Description

The site is on Beechwood Avenue in Finchley next to the North Circular Road, and less than 0.1 miles from Falloden Way (A1). Finchley Central Station (Northern line) is 0.7 miles to the north. 

The surrounding area is mainly residential, with a number of schools. Shops and local amenities in Finchley town centre are around 0.8 miles to the north of the site. Brent Cross Shopping Centre is around 1.5 miles to the south west.  

The site is covered in dense vegetation and has several mature trees. It is currently enclosed by wooden hoardings but could be accessed directly from Beechwood Avenue on the east, or Edge Hill Avenue on the west. The North Circular Road pavement runs along the south of the site. There are backs of detached residential properties along the north.

Technical information

Site investigations: Some parts of the site are currently inaccessible due to vegetation, and site surveys are limited to the accessible areas. A summary report is available for download with copies of:

  • Topographical survey including buried services and ground penetrating radar
  • Geotechnical and Geo-Environmental desktop and intrusive studies
  • Tree survey preliminary report
  • Ecological assessment (including assessment of Japanese knotweed)

Japanese Knotweed: Japanese knotweed has been identified on part of the site. It is expected that the developer will undertake remediation works, at their own cost, whilst planning permission is being sought. TfL will reimburse the cost of remediation works if planning permission is not obtained, subject to TfL’s approval of the contractor, method statement and the form of warranty.

Planning statement: The site is not allocated for a specific use and is not within a Conservation Area. There are no active planning applications or permissions. Initial enquiries with LB Barnet have noted that residential use is likely to be acceptable on the site, subject to compliance with the relevant policies and standards. The design would need to take account of the form and scale of the surrounding area and consider mitigation measures for noise and air quality. A full planning statement is included in the pack.

Legal information

Report on title: The site is held freehold by Transport for London under title number AGL71000. A small part of the site is occupied under license by an adjacent landowner. The licence can be terminated on 6 months’ notice. Another small part of the site has recently been occupied without permission by an adjacent landowner. TfL is in the process of recovering this land. Both of these areas are included within the site, and TfL will provide vacant possession on completion. Contractual documents

The site is available on a 250 year lease, subject to a satisfactory planning permission, and demonstrating finance, as part of an agreement to lease.

Proposals are expected to be residential-led and should provide 50% affordable housing (by habitable room), to be compliant with Policy H7 in the Draft London Plan and with the Barnet Local Plan.

The freeholder has the right to terminate the lease if the developer fails, without good reason, to reach certain milestones for planning and the start of works. The right to assign the lease is subject to freeholder approval.

The agreement for lease, the lease and a summary note are available for download. The contracts are non-negotiable, except for any sections in square brackets, where proposals will inform details. These should be submitted on the proforma below.

The site can be viewed externally from Beechwood Avenue, Edge Hill Avenue and the North Circular Road, although the site is hoarded and access is limited.
