License plate standards are harmonised across the EU, and these are read by automatic cameras when coaches go in and out of the Ulez.
According to the linked information, a Penalty Charge Notice is issued if the fee is not paid.

It seems the UK has been slow to implement the legislation which would let these sorts of fines be easily charged, and with our imminent departure from the EU, it may be even harder to enforce this in future. If you're really interested, you could do a freedom of information request to TFL asking how many foreign-registered vehicles have unpaid penalty charge notifications.
