I'd like to suggest that all recycling centres come under one body, or at least the various London Waste Authorities, rather than individual councils. Where I live it's more convenient to visit a recycling centre in a neighbouring borough as it's much nearer. However, it has a sign at the entrance to say that only residents of that borough may use it and you may be requested to provide evidence that you live in the borough. In addition, the rules about what may be recycled are different between that centre and my borough's own. There should be consistency across London and it should be possible to go to whichever centre is most convenient. Recycling should be made as easy as possible. As I understand it, all waste/recycling is ultimately handled by a London-wide body. Why not start at the level of the recycling centres?
