    Thank you for your reply to my question 2019/8876 on meanwhile use for the Earls Court Masterplan site. In your answer you mention that Earls Court Partnership Limited (ECPL), the joint venture between Transport for London (TfL) and Capital and Counties Properties PLC, has opened a pop-up high street on Lillie Road. However, the flats above the pop-up high street and the homes in adjacent Empress Place, also owned by ECPL, also lie empty.
