Draft London Plan policy H16 Gypsy and Traveller accommodation has introduced a new, more inclusive and comprehensive definition for Gypsies and Travellers. It requires boroughs to plan to meet identified need (using the new definition) for permanent Gypsy and Traveller pitches. To ensure that pitches are delivered as soon as possible a ‘fall back’ need figure for pitches is set out at a borough level that can be used until a needs assessment is undertaken.

In addition, local authorities can bid for grant funding to remodel sites or build new sites or pitches through my Affordable Homes Programme (AHP). I am encouraging all London boroughs to access this funding to support Gypsy and Traveller accommodation, and my officers are actively engaging with several boroughs that have expressed an interest in accessing AHP funding for Gypsy and Traveller accommodation.
