Question

In your response to MQT 2019/0150 you state "TfL is closely monitoring and supporting Tram Operations Limited’s (TOL’s) review and improvement of its management of fatigue risk and continues to work closely with TOL on the implementation of all the RAIB recommendations” yet your delayed response to MQT 2018/2995 shows that the First Group/TfL Joint Safety panel has not held a meeting since 15 September 2017.  Please explain how is TfL closely monitoring and supporting First Group TOL Safety Performance?

Transport for London (TfL) and Tram Operations Limited (TOL) meet at least every month to review and monitor risk and review the safety performance of the London Tram network.

After the tragic tram overturning at Sandilands junction on 9 November 2016, a joint First Group/TfL Safety Panel was set up as an immediate response to discuss and progress the additional safety measures which were then implemented.

The items considered and discussed at the previous joint panel meetings were integrated into a new suite of meetings from September 2017. This was outlined in the paper to the Safety, Sustainability and Human Resources Panel in January 2018 (item 5.4), (http://content.tfl.gov.uk/sshrp-20180122-item03-tram-overturning-at-sand...), and recorded in the minutes of that meeting (http://content.tfl.gov.uk/item03-minutes.pdf).

The Trams Governance, Safety and Risk meeting was established comprising of senior representatives from FirstGroup and TfL. These joint meetings cover all safety related matters across the network, including fatigue reported by TOL, and agree the relevant action to be taken. Furthermore, a monthly meeting takes place between TfL and TOL officials to review safety performance. Improvement plans, assurance and lessons learned are monitored and delivery of improvements tracked through these meetings.
