Question

In MQ 2016/1539 you said, “Transport for London will refresh its guidance on how not-for-profit and mutual operators can qualify as suppliers and help identify tender opportunities that may be more closely related to their core businesses”. In MQ 2018/0654 you said, “Transport for London’s (TfL) Bus Contracting and Tendering Process document provides standardised guidance to bus operators of all sizes about what is required to operate routes contracted on its behalf. While there are no plans to update the document, TfL is happy to have discussions with prospective operators if they have questions or require further guidance.” Can you explain whether there has been any refresh of the guidance that is designed to help not-for-profit and mutual operators?

Transport for London (TfL) has reviewed its guidance for not-for-profit and mutual operators and confirmed that it remains current. TfL remains happy to discuss any questions arising from this material with prospective operators, whatever their status. Contact details are provided on the bus tendering section of the TfL website. All potential bus operators must adhere to the pre-qualification process outlined in my response to Mayor’s Question 2018/0654.
