Are all Metropolitan Police officers required to have their body worn video cameras turned on when a spit hood is used on a detainee in a police cell or custody suite?

Police accountability and transparency is incredibly important, no more so than in the custody environment, and body worn video provides an effective means of providing this in all circumstances.  However, custody suites are equipped with CCTV, which provides video coverage of the cells and wider custody suite environment and as such, body worn video is not used there.
