Transport for London (TfL) has commissioned consultants to complete a fully independent Integrated Impact Assessment (IIA) for every stage of the development of the Ultra Low Emission Zone (ULEZ) proposals. A full IIA was completed for the original scheme in 2014, which was then updated earlier this year to reflect any additional impacts associated with bringing the start date forward. A new IIA has been commissioned in order to understand the impacts of expanding the ULEZ and it will be consulted on later this year.

The IIA includes an economic assessment of the impacts of the scheme, including the impacts on attracting and retaining internationally-mobile businesses and supporting the growth and creation of Small to Medium Enterprises. The work is informed by engagement with business groups as well as relevant data to determine the possible effects and identify potential mitigations.

I am continuing to press the Government to introduce a national diesel scrappage fund to help reduce the potential financial impact on businesses.
