It is important to remember that half of the pollution problem London faces is from non-road transport sources and this will grow as a proportion as my programme to address vehicle emissions is implemented. For this reason it is essential that the Government's final Air Quality Plan includes a commitment to introducing a new Clean Air Act to provide a legally enforceable right to clean air and to grant me and others the powers needed to tackle non-road transport sources of emissions such as the river, construction and buildings.
