As I mentioned in my response to 2017/0353, all private hire operators are able to provide ridesharing services using powers in existing legislation without needing TfL's specific agreement before doing so. 

TfL sought and received assurances from Uber before the launch of UberPool, including in relation to public safety-related issues, and is working with the Department for Transport to produce guidance about ridesharing. Public safety is central to this piece of work.

TfL will continue to monitor compliance by all licensed operators to ensure they are fulfilling their obligations when delivering private hire services.
