Following the public concern regarding the impact of the Manhattan Loft Gardens Tower in Stratford on the view of St Pauls from Richmond, what steps will you take to tighten the rules regarding strategic views in the new London Plan?

As part developing the new London Plan, I am exploring how best to address the issue raised by the Manhattan Loft Gardens Tower.

I am working with Government to devolve its current powers over Directions for Protected Vistas to the Mayor of London. This will speed up the lengthy process of amending the protected vistas and any changes will be reflected in my review of the London Plan.

As an interim measure I am writing to relevant Local Planning Authorities so that when assessing applications sufficient focus is given to ensuring that proposed development does not harm the composition of the Protected Vistas whether the development proposal falls inside the Wider Setting Consultation Area of a protected Vista or not.

In addition, I will ask LPAs to advise me of any applications which propose development which could harm the composition of a Protected Vista. To support this process I have asked my officers to produce a map showing extensions to the relevant viewing corridors, for indicative purposes only, which will be shared with LPAs to help aid the identification of schemes which may have an impact on the Protected Vistas.
