TfL's March 2015 consultation document said, "Other licensing authorities in the UK have introduced a range of different requirements". How many of the other 314 licensing authorities require PHV drivers to undertake a B1 English Test?

During its review of private hire regulations, TfL looked at the requirements of other licensing authorities. Some of these authorities, including Leeds, Leicester and Manchester, required applicants to carry out an English language or skills test. However, TfL does not hold information about the specific licensing conditions of all licensing authorities in England and Wales. 

It is essential for public safety that all licensed drivers can communicate in English, which is why TfL introduced the requirement for drivers to demonstrate an appropriate level of reading, listening, speaking and writing skills.
