TfL's remit as a licensing body and regulator is to ensure the safe delivery of private hire vehicle services in London.

An operator's tax arrangements is not something that falls within TfL's remit, but is a matter for HMRC.

TfL will, of course, assist HMRC with any investigations it may carry out.
