What will you do to ensure that London Boroughs do not experience a lack of enforcement in affordable housing, which has recently been revealed to be evident in Southwark as reported by the website "35percent.org" on the 12th December 2016?

Enforcement of Section 106 requirements is the responsibility of the Local Planning Authority (LPAs) and it is important that the LPAs have processes in place that monitor (and enforce where necessary) the delivery of the agreed level and type of affordable housing. 

A yearly exercise is undertaken assessing the number of housing starts and completions by all boroughs to inform the London Development Database. Boroughs are asked to cross check this data with the GLA's annual affordable housing programme outturn, which will help highlight any discrepancies.

I will ask officers to investigate if the new London Plan could provide specific policy or advice on this issue to support LPAs.
