Regarding the health devolution pilots in London, should disagreements or disputes emerge between combined authorities, which body do you see having the responsibility to mediate?

I am clear that form must follow function in taking forward any devolved health care arrangements. Once the detailed devolution proposals are finalised, then appropriate governance at local, sub-regional and London levels will be put in place. Consistent with subsidiarity, local and sub-regional arrangements must be developed and agreed by local partners. Under current proposals there are no changes to statutory accountabilities planned in the near term.
