If a third runway at Heathrow is delivered without provision of additional surface access capacity, this is likely to have a detrimental effect on London's businesses. The resulting crowding and congestion will mean increased journey times for customers, staff and suppliers, impacting businesses' operations and growth potential.

The airport and its associated businesses will not be immune from worsening congestion on the roads and increased crowding on rail services. The increasing unpredictability of journey times will hinder the airport's operations and harm its ability to attract passengers, staff and freight.
