Have you examined how many Combined Heat and Power (CHP) plants are being installed by developers in new housing developmentswithin london, but are not actually being used?

We undertake detailed reviews of the energy statements that developers provide, as part of planning applications referred to me, to ensure that the expected carbon savings of a development are verified. We also record proposed CHP schemes' installation details, please see our recently published report for applications reviewed by the Mayor 2015: https://www.london.gov.uk/WHAT-WE-DO/environment/environment-publications/2015-energy-planning-monitoring-report

We do not have access to data on CHP performance once developments have been built. However, we are currently looking at mechanisms to collect evidence of operating CHP schemes in London, including residents' experiences of them.
