TfL's policy requires a landline to be specified at the time of application. However, it is not a regulatory requirement for an operator to maintain a landline once licensed and operational.

Furthermore, it is not a requirement for operators to be able to accept bookings by telephone.

I can confirm that Uber London Limited did provide a fixed telephone landline number at the time of licensing. However, the phone number originally supplied by Uber on its initial application is no longer used by that company and appears to have been reallocated by a telephone service provider to a wholly unconnected small business, so it would not be appropriate to publish it.
