TfL's remit as a licensing body and regulator is to ensure the safe delivery of private hire vehicle services in London. The Private Hire Vehicles (London) Act 1998 is clear that TfL must issue a licence to applicants who meet the statutory licensing requirements.

Operator tax arrangements do not fall within TfL's regulatory remit - tax issues are a matter for Her Majesty's Revenue and Customs (HMRC).
