Question

A 2014 TfL investigation of the Über operating model suggested that Über BV supply private hire vehicles to London Ltd.  Please state why Uber BV, operating as a separate business entity from Uber London Ltd, does not need an operators licence to make provision for the invitation of a booking?  Will you consider looking at the this operating model again?

TfL engaged in extensive correspondence with Uber London Limited in 2014 in order to fully understand their business model and in particular the mechanisms by which bookings are invited and accepted.

Having investigated, TfL were of the view that Uber BV does not perform functions for which a private hire operator's licence is required, such as making provision for the invitation or acceptance of private hire vehicle bookings in London, or accepting such bookings.

As the regulatory and licensing authority in London, TfL keeps all operator licences under review to ensure they continue to meet the standards required for licensing in London.
