A recent Assistant Director Decision (ADD2006) authorised Team London to use the supplier Bread4Businesses to provide prepaid credit cards to volunteers. While the use of prepaid credit cards might provide administrative convenience to the Greater London Authority in paying expenses to volunteers what steps are taken to ensure that volunteers face minimal transaction charges when using their cards? Will you also ensure that the Greater London Authority set clear standards as to the use of prepaid credit cards for employees and volunteers, as an example to employers and organisations throughout London?

The use of a prepaid credit card enables Team London to continue the fair distribution of expenses (subsistence and travel) to volunteers during the six-week volunteer deployment for the Team London Ambassadors programme. There are no transaction charges incurred for volunteers whilst using their prepaid card. A comprehensive FAQ document has been prepared and shared with all volunteers, including information on where the cards can be used. Volunteers are briefed at various points during training courses regarding Team London's expense procedure.

The Authority will consider proposals for the use of prepaid credit cards on a case-by-case basis. It is important that any scheme in operation is both cost effective and fair to users.
