In addition to extending the Ultra-Low Emission Zone (ULEZ) to the North Circular Road and the South Circular Road will you commit to review the effectiveness of the current congestion charging scheme with a view to improving both air quality and congestion in central London?

Following the announcement on potential air quality measures that I set out on 13 May, I committed to consulting on a potential emissions-based charge for the existing Congestion Charging zone. This would help improve air quality and will send a strong message about the kind of vehicles we think should be operating in this zone but would only apply of the most polluting vehicles entering central London.  This would not increase the cost of driving into the Congestion Charging Zone for the vast majority of Londoners.
