Can you answer me directly whether TfL were able to inspect the trains inherited from Abellio Greater Anglia before May 2015?

The transfer followed standard industry protocol, allowing inspection of records and open faults on trains at the time of handover to be carried out, but not the trains themselves, aside from a visual inspection by members of the TfL and London Overground teams.

When the trains transferred they had a number of faults, and further faults materialised thereafter. LOROL put into place an action plan to address all known issues immediately, and this has improved fleet reliability significantly since handover [see Appendix P].

Fleet reliability is measured in MTIN - the average distance travelled between technical faults where the fault causes a delay of three minutes or more.
