As stated in response to MQ 2015/Q2985, journey times and the performance of corridors and networks provide more effective outcome measures than degrees of saturation of individual junctions. Degrees of saturation are used to identify junctions where mitigation measures might have greatest impact on performance and resilience, but each case is considered on its merits.
