The ventilation system's purpose is to maintain a healthy tunnel environment for users, including cyclists and pedestrians, and in the event of an emergency to control the direction of any smoke.

It is not feasible to mitigate (i.e. filter) the release of particulates from road tunnels. The size of the particulates would require an extremely fine filter to effectively prevent their release into the atmosphere. Implementing such a filter would alter the flow of air through the shaft, preventing the ventilation fans from operating as designed for the safety of tunnel users.

Vehicle emissions are impacted directly via Low Emission Zone (LEZ) legislation and will be further impacted by the Ultra Low Emission Zone (ULEZ) in the future.
