With regards to MD1443, while only a modest increase in charges for pre-application consultation, what consideration has the Mayor and has team given to how such charges could be used to encourage the growth of small builders in London's housing market?

Under the 2003 Local Government Act the Mayor is able to charge for discretionary services, such as providing pre-application advice. However, it is subject to a duty that the income from charges throughout the Authority does not exceed the costs of provision of any service it provides, taking one financial year with another. As such the income can only be used to provide the specific service relating to applications of Potential Strategic Importance (PSI), which are primarily larger developments and developers. Small builders are being incentivised through other mechanisms, such as Custom Build initiative.
