Noting the recent action by Kensington and Chelsea Council and in the light of the findings and recommendations  published in a London Assembly  report called 'Booming and fuming: Noise nuisance from car stereos and mini-motorbikes' (February 2008) why is there an increasing number of vehicles being driven around the city blaring out excessively loud music ?

The MPS states that reports of noise-specific ASB have fallen dramatically from a high in July 2014 of 506 to 283 in August 2015.

Whilst there is a particular problem recently given a high press profile in Kensington and Chelsea regarding high-powered vehicles and associated noise which is being addressed by both the borough and the police, there are very few reports of vehicle-associated noise to the police.

I have been assured by the MPS that all boroughs are aware of the powers available to them should complaints be received and the recommendations of the 2008 report cited in the question.
