Have you considered the impact of the Government's decision to scrap the zero carbon homes policy on the construction and property sector in London? For almost a decade they have been gearing up for this standard and invested so very heavily into making this work.

I am currently examining the impacts on the London Plan of the Government's announcement.  If any changes are made, I will ensure that clear guidance will be issued to the industry with sufficient lead-in time so that it is able to adapt with minimal impact.  At this point, the current London Plan policy which requires a 40% improvement over Part L of the Building Regulations 2010 (deemed broadly equivalent to 35% improvement over Part L of the Building Regulations 2013) for both residential and commercial developments remains the policy position.
