If there is an underspend in money allocated by the Mayor's office, should there be a re-tendering of the project if that project is changed significantly, for example from delivery of a website, to more general community engagement?

Any underspends are held corporately and are only reallocated once the full decision making process has been invoked. Should a procurement process result in the contract award being at a lower value than initially expected, then the GLA's Contracts Code, Financial Regulations and Scheme of Delegation are followed.
