Question

Given that that the UK government has taken steps to tackle the issue of tax abuse by companies seeking to secure government contracts for the supply of goods and services and has issued "procurement policy note 03/14: promoting tax compliance", will you ask the GLA and all functional bodies to amend their procurement policies to ensure that all bidders for contracts self-certify that they are fully tax compliant in line with central government practice?

Following the implementation of the Public Contracts Regulations 2015 (PCR 2015), PPN 03/14 is being updated by Crown Commercial Service (please see https://www.gov.uk/government/publications/procurement-policy-note-0314-promoting-tax-compliance). The GLA and functional bodies will review the updated note when it becomes available and will incorporate this into their processes as appropriate. 

Currently, for contracts covered by PCR 2015 the GLA and TfL have adopted the Crown Commercial Service standard Pre-Qualification Questionnaire question set which includes the requirement for bidders to certify that they are tax compliant, and the GLA's Executive Director of Resources will follow this up with the other functional bodies.
