Question

How will you monitor and enforce the emissions standards required by your new Low Emission Zone for construction machinery? Will you consider naming and shaming (via the GLA website) those developers that do not comply with minimum emissions standards in addition to any financial penalties imposed by individual boroughs?

Local authorities will implement the NRMM Low Emission Zone through planning conditions attached to planning permissions. Each individual local authority will be responsible for enforcing the policy and they can do this in a number of ways, including site inspections.

In addition we have developed an NRMM Register which provides a mechanism for easy checking by a local authority that specific building sites are compliant with the NRMM Low Emission Zone policy. This will enable us to monitor the impact of the policy on a London wide basis.
