How many exemptions do you expect to grant to firms using construction machinery where pieces of equipment are not available at the specified emission standard or in the volume required to meet demand across London?

The NRMM directive 'stages', which are the basis for the NRMM Low Emission Zone, are more flexible than similar requirements for vehicles (the 'Euro standards'). This means that in some classes NRMM plant is simply not available at the emission standard stipulated or in the volumes required to meet demand in a construction environment as dynamic as London's.

As a result exemptions will be granted to ensure that an 'unachievable policy' is not being put in place. In these instances the next best available standard must be used.  This is consistent with existing best practice. For example, a system of derogations has been used on the Crossrail project while still achieving very high levels of compliance.
