Cab enforcement at Heathrow airport is a shared responsibility for a number of different agencies and teams that work together to deter, disrupt and detect illegal and non-compliant cab activity.  

As private land, ultimate responsibility lies with Heathrow Airport Limited, but working closely with TfL (Taxi and Private Hire Compliance Team) and the Metropolitan Police (Heathrow Cab Enforcement Team and the Roads and Transport Policing Command Cab Enforcement Unit which is funded by TfL). Local borough police and local authority enforcement officers also carry out enforcement activity in the surrounding areas.
