Are you concerned that only 713 houses of the 2,910 target set by the Greater London Authority have been built in Havering during 2010-13, and what are you doing to address this?

Borough housing provision targets span a decade and annual output relative to the average figure you quote will vary during this period. That being said, substantial increases in housing delivery are required across London and this is one of my major strategic concerns.

To assist boroughs in bringing forward additional housing supply, I have published an updated draft Housing SPG. This provides detailed guidance on how boroughs should identify and positively enable further housing capacity from a range of sources, especially in locations with good accessibility which can accommodate higher densities.

I am supporting boroughs to address barriers to housing delivery through my Housing Zones initiative, with £400 million of funding available to unlock and accelerate development in these zones. Havering has submitted a Housing Zone bid for Rainham and Beam Park, which is currently under consideration and demonstrates their willingness to proactively increase housing delivery.
