The connectivity infrastructure build proposed in MD1084 was reliant upon European Commission state aid clearance and due to the decision timescales, the Department for Culture Media and Sport took the decision to remove all such infrastructure build from the scope of the Super Connected Cities Programme.

MD1272 subsequently re focussed London's £25m fund upon two strands; a demand-led SME connection voucher scheme and support for WiFi in public buildings.

The other significant change was the end of funding for WiFi provision for public buildings. In 2014/15 London delivered £1.75m of funding to support over 80 public museums and libraries to introduce or upgrade their free WiFi offer.
