What reasons were given in 2013 for Westminster Council rejecting the 'initial proposals presented for Lambeth Bridge North' by Transport for London? Can you describe an outline of what those proposals were and how they would have improved safety at the roundabout?

The proposals were an interim scheme including raised zebra crossings, tightening the corners of the roundabout by extending the footways, and providing an off-carriageway facility for cyclists by converting the footways to shared use. Following a public consultation, including feedback from Westminster City Council, this proposal was not supported, so it was decided not to progress with the scheme and to concentrate on a longer term solution for the roundabout.
