Question

Following widespread reports that councils are being 'bamboozled' by viability issues and failing to secure sufficient affordable homes from developers, is it time to commission a review of the viability assessment process and how it might be improved?

Policies in the London Plan support boroughs in rigorously scrutinising viability appraisals submitted by developers to secure the maximum reasonable amount of affordable housing. Appraisals on large schemes are generally examined by independent experts. The GLA also provides boroughs with the development appraisal toolkit and accompanying guidance. We do monitor the amount of affordable housing being secured from large schemes in London and are examining how current practices can be improved.
