Regulations brought in at the introduction of private hire vehicle licensing in 2004 mean that private hire vehicles are required to have hire and reward insurance in place whenever they are using the vehicle for private hire purposes. At other times, when a private hire vehicle is being used privately, including when their vehicle is presented for licensing inspection, a minimum of third-party insurance is permitted.

However, TfL is reviewing the current regulations for private hire vehicles and will shortly be launching a consultation on a range of matters, including a review on the insurance requirements for private hire vehicles.
