TfL has a workforce of over 27,000. Temporary workers are used for specific short to medium term projects, including engineering and technology projects, to deliver one of the world's largest programmes of transport capital investment and improved customer service.  This includes, modernising Tube services and stations, modernising the road network and making London safer for cyclists.

At 17 March 2015, Transport for London had 1,445 temporary workers engaged for over 12 months via employment agencies:

More than (a) 12 months = 422

More than (b) 18 months = 288

More than (c) 2 years = 300

More than (d) 3 years = 435
