At a time of increasing fuel poverty can you explain why your principal home energy efficiency programme, RE:NEW, had a £150,000 underspend?

The underspend was due to under-delivery by the companies delivering retrofit works in the previous phase of RE:NEW, primarily due to challenges during the changeover between CERT and ECO.  This funding was carried over into this year and will be used specifically for retrofit, to reduce CO2 emissions. With a budget of over £3 million, Phase III is fully funded for three years to provide the services of the RE:NEW Support Team to support the retrofit of 175,000 homes, save 93,000 tonnes of carbon a year by 2017 and reduce fuel poverty.
