Question

With regards to your responses to questions 2014/4335 and 2014/5528, is it not the case that Affordable Rent levels that you set for relevant properties in London will often result in the tenant claiming a larger Housing Benefit to reflect the higher rent than their social rented counterparts, thereby - counterproductively - increasing the welfare bill?
