Question

You revised Housing Strategy states that "the revised Right to Buy scheme, with its larger discounts, should also increase the amount of capital available to boroughs to invest in new supply". In the long-run, do you believe the capital receipts generated from Right to Buy sales generates greater finance for affordable housing investment than the revenue generated from rents?  What evidence do you have regarding this assertion?
