Is it right to describe the Garden Bridge as a piece of "transport infrastructure" given it will only reduce pedestrian journey times by an average of 25 seconds?

The 25 second reduction to which you refer relates specifically to a particular group of users (those already walking over adjacent bridges).  For other users, the journey time savings will be far greater and the opportunity to connect Temple Underground station into the South Bank will improve accessibility to the surrounding area.
