Your Deputy Mayor for Policing and Crime, Stephen Greenhalgh, told the London Assembly's Budget and Performance Committee on 6 January 2015 that when he arrived in post midway through 2012 there was "no plan to deliver the savings" to the Metropolitan Police Service budget. He also said "I started in 2012, I expected a Rolls Royce plan to deliver the savings we all knew were coming…there wasn't a plan, was there Craig?" Please confirm his statements were correct?

I think you have wilfully misinterpreted Stephen's comments.  The very important point he was making is that the MPS were facing an unprecedented challenge in the form of the 2012 Olympics and Paralympic Games, which of course had to be recognized in their budgets.
