NHS Trusts are not borough based or borough specific.  In response to your question find below a summary of progress:

Barking, Havering and Redbridge University Hospitals NHS Trust: has appointed a lead responsible for co-ordinating A&E data sharing across the North East London boroughs.

Camden - Royal Free London NHS Foundation Trust: is already collecting and sharing data with partners based on the Cardiff model and has expressed their commitment to the continuing development of these practices.

Hammersmith and Fulham - Imperial College Healthcare NHS Trust: is supportive of this initiative and a meeting is planned with the Trust at the end of January to take progress this work.

Lambeth and Southwark: Data sharing is established in St Thomas and Kings College Hospitals and regularly share anonymised data to a high standard.
